Tests for Partner.createPartner

Overview

Our partner service is currently untested. This is not great. Ideally we would have at least one pass and fail scenario for each endpoint.

Action Items

• You might need to create a new test file if it has not already been created
• Create a test scenario where partnerService.createPartner passes
• Create a test scenario where partnerService.createPartner fails
