For these states Bihar, Kerala, Rajasthan, Telangana, and West_Bengal ULB President/Mayor/Leader/Adhyaksh/Head data is not present.

Preliminary research shows that states like Telangana and West_Bengal have this position nominated by the party that secures most seats in the ULB through wards.

However, for state like Bihar were ULB elections are non-partisan, how is this position filled?
